Second Chance Contest Rules
PROMOTION DESCRIPTION The Cash Tournament second chance contest will select five (5) finalists to participate in a $250,000 Grand Prize drawing. To enter, participants are required to submit one (1) non-winning Cash Tournament instant game ticket online at MichiganLottery.com between February 14, 2011 and May 31, 2011. One (1) ticket entry earns a participant one (1) entry in the finalist drawing and five (5) Reward Points that can be utilized separately for redemptions in the Michigan Lottery Player's ClubTM Rewards catalog. There is no cash value associated with Reward Points. The Grand Prize drawing will be held on June 27, 2011 as part of the Windsor-Detroit International Freedom Festival.
1. GENERAL RULES
- Participants must be at least 18 years of age and register as a member of the Michigan Lottery's Player's Club at MichiganLottery.com with their legal name, mailing address, email address and telephone number.
- Only instant game #422-Cash Tournament is eligible for entry into this contest.
- Neither the Lottery nor its promotional partners are responsible for delayed, lost, or misdirected electronic submissions made through the Internet.
- Limit one (1) prize per person per household.
- A participant will be considered ineligible and their entries and associated Player's Club Reward Points voided if the Lottery determines that false ticket or membership information has been provided.
- Because instant win cash prizes may still be unclaimed, Cash Tournament instant game tickets may continue to be sold after the final entry deadline of May 31, 2011.
2. HOW TO ENTER
- Participants must enter the 3-digit game number (422) and 8-digit validation code from one (1) non-winning Cash Tournament instant ticket. The validation code is formatted VVV-VVVVV and is found underneath the scratch-off material covering the play area of each Cash Tournament instant game ticket.
- Each valid entry earns a participant one (1) entry into the finalist drawing and five (5) Rewards Points. There is no cash value for Rewards Points.
- The validation code from any non-winning Cash Tournament instant game ticket may only be entered one (1) time.
- Cash Tournament instant game tickets that have won a cash prize are not eligible for entry.
- Entries must be submitted online at MichiganLottery.com. Mail-in entries will not be accepted.
- Participants may enter as many times as they wish, however, only twenty (20) qualifying tickets per day are permitted per Player's Club member. The Michigan Lottery reserves the right to limit the number of entries any one individual may enter during a given time period.
3. PRIZES AND DETERMINATION OF PRIZE WINNERS
- One (1) finalist and one (1) Grand Prize drawing will be conducted according to the following schedule:

- A participant may be selected as a finalist one (1) time only.
- In the finalist drawing, alternate entries will be selected, and if necessary, will be substituted for disqualified entries.
- All entries in the finalist drawing have an equal chance of being selected as a winner. The odds of being selected as a winner depend on the number of entries received for the drawing.
- One (1) Grand Prize drawing will be conducted to award one (1) finalist one (1) prize of $250,000.
- The date and location of the Grand Prize drawing will be held on June 27, 2011 as part of the Windsor-Detroit International Freedom Festival.
4. AWARDING OF PRIZES
- Lottery Public Relations will attempt to contact each finalist by phone within one (1) business day following the finalist drawing at the phone number specified in the winner's Player's Club account profile.
- If all attempts to make contact with a finalist fail within fourteen (14) days after the initial attempt, the prize will be forfeited and awarded to an alternate.
- Finalists are required to provide the Michigan Lottery with the actual Cash Tournament instant game ticket that comprised their winning entry within fourteen (14) days after the initial attempt to notify. If a finalist is unable to produce the actual ticket by this date, the prize will be forfeited and awarded to an alternate.
5. INCOME TAX REQUIREMENTS
Prizes over $5,000 are subject to state and federal income tax withholding at the current rates in effect at the time of claiming the prize. Any money withheld in compliance with these requirements will be deposited with the state and federal treasuries under the winner's federal identification number. At the time of the prize payment, the winner will receive a tax statement of gambling winnings (W2-G) which identifies the full amount of the prize awarded and the tax withheld, if any.
6. WINNER LIABILITY
In accordance with 1994 PA 11, as amended, before payment of a cash prize of $1,000 or more, the Bureau is obligated to determine if the Michigan Department of Treasury knows of any liability of the lottery winner to the State of Michigan, including but not limited to, delinquent accounts of amounts due and owing to the court that have been assigned to the state for collection, or a support arrearage. If a liability is identified, the Bureau shall first apply the amount of the prize to the liability, and the excess, if any, shall be paid to the lottery winner.
7. PROMOTION CHANGES AND TERMINATION
The Michigan Lottery reserves the right to change or terminate the Cash Tournament second chance contest at any time subject to appropriate public notification.
8. RELEASE
By receipt of any prize, prizewinner agrees to release and hold harmless Sponsor, ePrize, LLC, and their respective subsidiaries, affiliates, suppliers, distributors, advertising/promotion agencies, and prize suppliers, and each of their respective parent companies and each such company's officers, directors, employees and agents (collectively, the "Release Parties") from and against any claim or cause of action, including but not limited to, personal injury, death, or damage to or loss of property, arising out of participation in the Drawing or receipt or use or misuse of any prize.
