About Us

Over 95 Cents of Every Dollar spent on Michigan Lottery tickets is returned to the state in the form of contributions to the state School Aid Fund, prizes to players & commissions to retailers.
In fiscal year 2012, the contribution to schools was
$778.4 Million. Since its inception in 1972, the Lottery has
contributed more than $17 Billion to education in Michigan.

To maximize net revenues to supplement state education programs.

Commissioner M. Scott Bowen

M. Scott Bowen was appointed eighth commissioner of the Michigan Bureau of State Lottery on January 13, 2008.

Bowen, of Grand Rapids, had previously served as the director of the Office of the State Employer. He was a practicing attorney and served as judge of the 62 A District Court in Wyoming until July 2005. Prior to his judicial appointment, Bowen was a partner at McInerney & Bowen and was a founder and partner of Bowen, Distel & Haynes P.L.C.

In addition to Bowen's appointment as the director of the Office of the State Employer and his judicial appointment, Bowen's previous government experience includes two terms on the Grand Rapids City Council, serving as president in 1999. Bowen was also a special assistant attorney general for the Michigan Department of Transportation.

Bowen earned his law degree from the University of Detroit Law School and his bachelor's degree from Michigan State University.

The lottery commissioner is responsible for the overall management and operation of the bureau, including development of long range plans, formulation of policy, assuring the accountability and integrity of the lottery, and establishing and maintaining contact with state legislators to research, evaluate, and gauge the impact of lottery related legislation.

Where the Money Goes

The Michigan Lottery has contributed over $17 billion to Michigan's educational system since 1972, including more than $600 million in 13 of the past 15 fiscal years. See below for a graphical representation of how each dollar spent on Michigan Lottery games is used.

Lottery revenues comprise approximately 6.6 percent of the School Aid Fund, with the remaining coming from the state's sales and use tax, earmarked income tax and state education property tax, as well as cigarette, liquor and other taxes.

HOW TO BECOME A RETAILER

Under Public Act 239 of 1972 as amended, retailers must be licensed by the Bureau to sell lottery tickets. Most applicants with an acceptable credit history and no criminal record that would adversely affect the integrity of the Lottery may be approved. Any criminal record, however, must be disclosed. Interested retailers must submit:

ELECTRONIC FUNDS TRANSFER (EFT) BANK ACCOUNT

To request a change to the bank account that is used to withdraw your weekly invoice settle-ments, fax (or mail) a void check with the new bank account/routing number and a completed the EFT Authorization Form to the Bureau of State Lottery. Your signature is required on EFT Authorization Form.

Please, do not close your old EFT bank account or start using your new EFT bank account until your receive the confirmation letter. Once your EFT bank account change has been processed, you will receive a confirmation letter indicating the effective date of the change.
